Oman’s e-invoicing program, Fawtara, now has dates set in law. Under Decision No. 189/2026, issued on 9 August 2026, structured electronic tax invoices become compulsory on:
1 April 2027 for VAT-registered businesses with annual supplies above OMR 5 million
1 October 2027 for businesses with annual supplies at or below OMR 5 million
If your business runs on ERPNext or Odoo, your system will need to produce invoices in Oman’s PINT OM format and send them through an accredited service provider. That’s very achievable, but it takes planning: cleaning data, choosing a provider, connecting your ERP and testing.
This guide explains what changed, how Fawtara works, and a step-by-step plan for ERPNext and Odoo users.
Key Takeaways
Decision 189/2026 replaced Oman’s earlier four-phase timeline with two legal dates: 1 April 2027 and 1 October 2027.
The threshold is OMR 5 million in annual supplies.
About 100 selected companies began a pilot in August 2026, and other businesses can adopt voluntarily.
Every invoice must pass through an accredited service provider, connected through the Fawtara portal.
Invoices must follow PINT OM, Oman’s version of the Peppol invoice specification.
ERPNext and Odoo can comply, but neither does it fully out of the box: you’ll need a Fawtara integration.
What Changed Under Decision 189/2026?
Oman originally planned a four-phase rollout: large taxpayers from August 2026, more large taxpayers from February 2027, all VAT-registered businesses from August 2027, and government later. Decision 189/2026 replaced those dates.
Earlier plan | Now (Decision 189/2026) | |
|---|---|---|
Large businesses | August 2026 / February 2027 | 1 April 2027 (annual supplies above OMR 5 million) |
Other VAT-registered businesses | August 2027 | 1 October 2027 (OMR 5 million or below) |
Pilot | August 2026 | Continues: about 100 selected companies from August 2026 |
Government entities | Later phase | Not addressed by the decision |
What this means for you: nothing is legally required before 1 April 2027, but the time between now and then is your preparation window. Businesses that wait until early 2027 will be competing with everyone else for provider and implementation time.
Who Must Comply?
Fawtara applies to VAT-registered businesses in Oman, including foreign businesses registered for VAT there. Your date depends on your annual supplies:
Annual supplies | Mandatory from |
|---|---|
Above OMR 5 million | 1 April 2027 |
OMR 5 million or below | 1 October 2027 |
Businesses that aren’t VAT-registered are currently outside the mandate.
How Fawtara Works
Your ERP creates the invoice (ERPNext or Odoo).
Invoice data goes to your accredited service provider.
The provider validates it against PINT OM and sends it over the Peppol network to your buyer’s provider.
Tax data is reported to the Oman Tax Authority (OTA).
Your buyer receives the invoice directly in their system.
A few rules to know:
Every invoice passes through an accredited provider. You can’t send invoices directly to the OTA.
You link to one provider at a time through the Fawtara portal, and you can switch later.
The OTA publishes the list of licensed providers.
What Is PINT OM?
PINT OM is Oman’s national version of the Peppol International invoice specification. It defines which fields are mandatory, optional or conditional, and the business rules invoices must pass. Your ERP data has to map correctly to PINT OM, not just to a generic Peppol format.
Typical data that must be complete and correct:
Your VAT number and legal details
Buyer VAT number, legal name and address
Invoice number, date and type
Item descriptions, quantities, units and prices
VAT category, rate and amount per line
Totals, discounts and allowances
Credit note references to original invoices
What About Penalties?
Decision 189/2026 doesn’t set e-invoicing-specific fines, and no dedicated penalty schedule has been published yet. However, Oman’s VAT Law already penalizes deliberately failing to issue required tax invoices, with fines and, in serious cases, imprisonment. Treat the 2027 dates as firm, and confirm the latest penalty guidance with the OTA or your tax advisor.
Fawtara for ERPNext Users
ERPNext already holds most of the data Fawtara needs. What it needs is a Fawtara integration layer that:
Requirement | How it works in ERPNext |
|---|---|
PINT OM mapping | Sales invoice fields mapped to PINT OM |
Provider connection | Invoices sent to your accredited provider’s API |
Scope filtering | Only invoices that must be reported are sent |
Status tracking | Accepted, rejected and pending invoices recorded on each invoice |
Rejections | Flagged with the reason, corrected and resent |
Credit notes | Linked to the original invoice (“Return Against”) |
Incoming invoices | Supplier e-invoices received as draft purchase invoices |
Multi-country | Same ERPNext can handle Oman, UAE and Saudi compliance separately |
ERPNext checklist
VAT number set on each Oman company
Customers: VAT number, legal name and full address
Items: clear descriptions, correct units and VAT categories
Tax templates match Oman VAT categories (standard, zero-rated, exempt)
Invoice numbering unique per company
Credit notes always created against the original invoice
Fawtara integration installed and connected to your provider
Test invoices sent and accepted before your mandatory date
Fawtara for Odoo Users
Odoo is widely used in Oman, and Odoo users face the same requirements: PINT OM invoices sent through an accredited provider. Before your deadline:
Check your Odoo version and edition. Confirm whether your setup, or a partner module, supports PINT OM and connects to an accredited provider.
Check customizations. Custom invoice layouts or fields may not map cleanly to PINT OM.
Test credit notes and multi-currency invoices, which are common sources of rejections.
Plan for incoming invoices from suppliers, not just outgoing ones.

Step-by-Step Plan to Get Ready
Step 1: Confirm your date (now)
Check your annual supplies against OMR 5 million. Use the OTA’s e-invoicing resources on its taxpayer portal to confirm your status.
Step 2: Review your ERP (November to December 2026)
Ask: can my ERPNext or Odoo setup produce PINT OM data and connect to an accredited provider? If not, plan the integration.
Step 3: Choose an accredited provider (December 2026 to January 2027)
Compare providers on the OTA’s list for ERP integration, pricing, support and onboarding time.
Step 4: Clean your data (December 2026 to February 2027)
Customer VAT numbers and addresses, item VAT categories, units and invoice numbering.
Step 5: Connect and test (January to March 2027)
Connect your ERP to the provider, then test every invoice type: standard invoices, zero-rated and exempt items, discounts, foreign currency and credit notes.
Step 6: Go live
Above OMR 5 million: before 1 April 2027
OMR 5 million or below: before 1 October 2027
Consider voluntary adoption before your mandatory date, so you can fix problems before they matter.
Common Mistakes to Avoid
Assuming the old dates still apply. Many articles still show the earlier four-phase timeline. Decision 189/2026 replaced it.
Waiting for the provider to fix your data. Providers send invoices; they can’t correct wrong VAT numbers or tax categories in your ERP.
Mapping to generic Peppol instead of PINT OM. Oman has its own specification and rules.
Forgetting credit notes and supplier invoices. Both are part of e-invoicing, not just your sales invoices.
Operating Across the Gulf?
Country | System | Key dates |
|---|---|---|
Oman | Fawtara (PINT OM via accredited providers) | 1 April 2027 / 1 October 2027 |
UAE | PINT AE via accredited service providers | 1 January 2027 / 1 July 2027 |
Saudi Arabia | ZATCA Fatoora (clearance and reporting) | Wave 25: 1 February 2027 |
One ERPNext system can handle all three with separate compliance setups. See our UAE e-invoicing ERPNext readiness checklist, ZATCA Wave 25 guide and ZATCA e-invoicing complete guide.
